Chattanooga has a wealth of places to safely take pictures and  
railfan the Norfolk Southern and CSX as they both share tracks
thru the area.

Some of the best places are E. 3rd St Bridge, McCallie ave
Bridge, Bailey Ave. Bridge and Wilcox Blvd bridge which
overlooks Norfolk Southerns Debutt yard.

Some other great places to visit while in the Chattanooga area
are:

Chattanooga Choo-Choo   Depot and museum with railroad
sleeping cars and gift shops

The Tennessee Valley Railroad Museum (Ride steam and Diesel
powered trains).

The National Model Railroad Association Headquarters and  
Museum.

Lookout Mountain Incline Railway.  Climbs Lookout Mountain.

The Tennessee Aquarium. Located on Riverside Drive.

Rock City high atop Lookout Mountain.

Ruby Falls  Deep inside Lookout mountain.
